The United States Information Service was established by the National Emergency Council in March 1934 primarily to aid citizens seeking general information or contact with some particular phase of governmental activity. The following manuals were published by the Service for this purpose.

As the official handbook of the Federal Government, The United States Government Manual provides comprehensive information on the agencies of the legislative, judicial, and executive branches. The Manual also includes information on quasi-official agencies; international organizations in which the United States participates; and boards, commissions, and committees.

A typical agency description includes a list of principal officials, a summary statement of the agency's purpose and role in the Federal Government, a brief history of the agency, including its legislative or executive authority, and a description of its programs and activities.

All files are available in Adobe PDF format, and require a free PDF viewer to download and use. Because each volume is approximately 600 pages, volumes were divided into smaller downloadable sections for faster access.

Volumes from 1939-1951 also can be viewed and navigated online using the "E-Bind" application that is compatible with any Web browser capable of display JPEG images. This online navigator may be especially useful considering the extensive download times for the large PDF files.
